Climate
Whis Zer Kez has a yearly average temperature of 24°C (75°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a cool 20°C (68°F). Whis Zer Kez receives an average of 167 cm/y (65 in/y) of precipitation, most of which comes in the form of rain during the fall. Whis Zer Kez covers an area of nearly 6 km2 (2 mi2), and an average elevation of 8920 m (-13684 ft) above sea level.
Overview
Whis Zer Kez was founded durring the early 16th century in spring of the year 1510, by Odrid Bhineiris. The establishment of the new community went well, with no major obsticles durring construction.
Whis Zer Kez was built using the conventions of Wood Elven durring the early 16th century. Naturaly, all settlmentss have their own look to them, and Whis Zer Kez is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Whis Zer Kez is buildings are grouped arround an odd layout of premissive cobblestone streets, which seems to be based on an overlapping squair patern such that there are small squares at the cornor of every bigger square. Sometimes buildings exist in the smaller squaires, other times they are open spaces, or occupied by temporary structures. The town is protected by a series of wooden fences ringing the town's parimiter, which are likly intended to keep varrious beasts out of town rather than protect it from attack by any intelegent agents. The town's bare minimum defences are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the town's defences.
Whis Zer Kez has the unmistakable air of a town on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Whis Zer Kez ’s existence has dried up and the town is drifting down the stream of history as it dries up.
Civic Infrastructure
Whis Zer Kez has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Whis Zer Kez. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Whis Zer Kez's parks.
Whis Zer Kez has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Whis Zer Kez.
Whis Zer Kez has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Whis Zer Kez has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Whis Zer Kez has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Whis Zer Kez's public wards, blessings, and other arcane systems.
Whis Zer Kez possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Whis Zer Kez has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Whis Zer Kez's natural decorations nor waterways.
Whis Zer Kez has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Whis Zer Kez has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Whis Zer Kez's garrison was built using a different architectural style from the rest of the town. The style used is known for its fluid and florid elaborate style, comprising ornate, asymmetric designs and pastel shades. It is often considered to be a playful, light style, which made exuberant use of curves and emphasized subtle asymmetry in the general shape of its structures. Walls, ceilings and moldings are decorated with numerous interlacing of curves and counter-curves based on the shapes of ‘C’ and ‘S’, along with shell forms and other naturalistic shapes.
In Whis Zer Kez the utterance of expletives is impossible within city limits. This has changed as the limits have changed, but has not kept up with slang, or swearing in foreign languages.
